I. Job Summary
Program Manager will lead the
implementation of the "Strengthening Safe Finance in Community"
project in Cambodia. This role is responsible for enhancing financial literacy,
consumer empowerment, and protection while ensuring alignment with national
strategies for financial inclusion. The Program Manager will work closely with
various stakeholders, including, the Central Committee, Cambodia Microfinance
Association (CMA), the Association of Banks in Cambodia (ABC), government
agencies, NGOs, and community organizations, to facilitate effective project
execution and achieve desired outcomes.
II. Key Responsibilities
a.
Program Management
- Oversee the planning,
implementation, and evaluation of the Safe Finance project.
- Develop and manage project
budgets, ensuring financial accountability and compliance with funding
requirements.
- Coordinate with the National
Bank of Cambodia and other relevant institutions to align project
objectives with national policies.
b.
Stakeholder Engagement
- Build and maintain
partnerships with the Central Committee, Cambodia Microfinance Association
(CMA), the Association of Banks in Cambodia (ABC), government agencies,
NGOs, and community organizations stakeholders to support the project’s
goals.
- Facilitate the daily work to
support the focal points in the target site and ensure it well work
- Facilitate the workshops,
training sessions, and public forums to promote financial literacy and
consumer protection.
- Act as a liaison between
project stakeholders and the community to ensure effective communication
and collaboration.
c.
Monitoring and Evaluation
- Establish and implement a
Monitoring, Evaluation, Accountability, and Learning (MEAL) framework to
assess project impact and effectiveness.
- Analyze data and feedback to
inform project improvements and report on outcomes to stakeholders.
- Document lessons learned and
best practices for future project phases and expansions.

Team Leadership
- Lead and mentor project
staff, focal points and volunteers, providing training and support to
enhance their effectiveness in implementing project activities.
- Foster a collaborative team
environment that encourages innovation and continuous improvement.

Reporting
- Prepare and submit regular
progress reports to the co-founders and steering committee, detailing
project achievements and challenges.
- Ensure transparency and
accountability in project operations and financial management.
III. Qualifications
a.
Education
- Bachelor’s degree in a
relevant field such as economics, finance, development studies, or
business administration or an equivalent degree. A master’s degree is
preferred.
b.
Experience
- Minimum of 5 years of
experience in project management, preferably in financial inclusion,
microfinance, or community development.
- Proven experience in
stakeholder engagement and partnership building.
c.
Skills
- Strong understanding of
financial literacy, consumer protection, and safe finance principles.
- Excellent communication and
interpersonal skills, with the ability to engage diverse audiences.
- Proficient in data analysis
and reporting, with strong organizational skills.
