I. Position Information
- Position Title: Project Officer
- Project: Strengthening Safe Finance in Community
- Duty Station: Phnom Penh, Cambodia, with frequent travel to target provinces
- Reports to: Senior Program Manager
- Contract Type: Full-time

II. Background
The Strengthening Safe Finance in Community Project was initiated by the National Bank of Cambodia (NBC) and is implemented by the Cambodia Microfinance Association (CMA) in collaboration with the Association of Banks in Cambodia (ABC), Credit Bureau (Cambodia) Co., Ltd. (CBC), Cerise+SPTF, and JICA. The project aims to enhance financial literacy, consumer empowerment, and consumer protection to promote the safe and responsible use of formal financial services, contributing to improved livelihoods and sustainable socio-economic development in line with the policies of the Royal Government of Cambodia. The project is currently implemented in Kampong Thom, Kampong Speu, Svay Rieng, Battambang, Kampong Chhnang, Pursat, and Ratanakiri. To support the ongoing implementation of project activities, CMA is seeking to recruit a Project Officer to provide operational, administrative, and technical support for project implementation, monitoring, reporting, and communications.
III. Key Responsibilities
Under the direct supervision of the Senior Program Manager, the Project Officer will provide operational, administrative, and technical support for the implementation of the Strengthening Safe Finance in Community Project. The key responsibilities include, but are not limited to, the following:
1. Project Implementation Support
- Support the implementation of project activities in accordance with the approved work plan.
- Coordinate with trainers to facilitate the implementation of monthly outreach activities.
- Maintain regular communication with trainers to follow up on activity schedules and reporting.
- Assist in coordinating project activities with local authorities, project partners, and other stakeholders.
2. Financial and Administrative Support
- Prepare cash advance requests and process activity settlements, including collecting supporting documents, in accordance with CMA financial procedures.
- Support the organization of trainings, workshops, meetings, field visits, and other project activities by arranging logistics, participant registration, venues, and training materials.
- Maintain proper filing of project documents and records.
- Maintain an inventory of project materials, equipment, and training supplies.
3. Monitoring, Reporting, and Documentation
- Collect, verify, and compile monthly outreach reports from trainers.
- Support trainers in entering data into the project monitoring system and maintaining an up-to-date database.
- Assist in field monitoring visits to support project implementation and document lessons learned.
- Support the preparation of monthly, quarterly, and annual project reports.
4. Communication and Public Awareness
- Support the development and posting of content on the project's social media and communication platforms by gathering photos, success stories, testimonials, and updates from trainers and beneficiaries.
- Support organizing podcast videos and producing video testimonials, trainer experiences, and beneficiary success stories.
- Assist in organizing Talk Shows and other public awareness activities.
- Support the dissemination of project news, achievements, financial literacy messages, and consumer protection information through digital platforms.
5. Other Duty and Responsibility
Perform other relevant duties and responsibilities as assigned by the Line Manager
IV. Experience
- At least 2–3 years of experience in project coordination, project administration, or community development.
- Experience working with NGOs, development partners, financial inclusion, or local authorities is an advantage.
- Experience organizing trainings, workshops, meetings, and community events.
- Experience in data collection, data management, and report writing.
